Quebec Demands Relaxed Rules around Temporary Foreign WorkersAs the dispute regarding the best way to handle Quebec’s labor shortage continues, the government of Quebec is calling on the federal government of Canada to relax rules governing temporary foreign workers.

For weeks now, Quebec has been struggling with Ottawa regarding a call for lower immigration levels by the province as well as a federal compensation of $300million for the latest entry of irregular immigrants into the province. Earlier this week, the government of Canada announced the release of $114million to cater for the entry of thousands of asylum seekers in the country but the details of what each province will receive wasn’t revealed.

The latest source of tension between the two governments, federal and Quebec, borders on temporary foreign workers (TFWs) with the province calling for the change in rules as a result of its labor shortage.

Thousands of Job Openings

Officials of the two governments met in the province on 28 Jan 2019 to discuss the demand by the province to make the approval process of TFWs faster as well as making it easier for employers to get their service. The governments are in discussion regarding the best way to fill an estimated 120,000 unfilled job openings that are in Quebec at the moment.

The government of Quebec wants employers to have greater control over studies that must precede the hiring of temporary workers. The studies, labor market impact assessments (LMIA), helps to confirm that the employer truly needs the workers and that no worker is available in Canada for such a job.

A spokesman for Simon Jolin-Barrette, Quebec Immigration Minister, said the goal of the province is to reduce bureaucracy surrounding the issue of temporary workers hence helping Quebec respond more efficiently to labor market needs.

If it is likely to go by this figure then the score for Express Entry System would be further decremented. According to the hypothetical condition, in 2017 the economic admission may face a decrease of component of about 25%. It will reflect upon the allowance of 55,275 new admissions in Canada coming from the categories like skilled worker, Canadian experience class, post graduate students and Atlantic Immigration Plot Program.

It is also expected that international students who had graduated from Universities based in Canada will be able to secure an ITA without a LMIA, when they are submitting an application for Permanent Residence (PR).

The larger number of invitations can only get positive response if the CRS score will be decreased. New rules will help the postgraduate students to settle down in Canada only with the permanent residency. This in turn will create a whole new category with 5,000 applications. If this system is continued to follow then it will be very much easier to move to Canada through Express Entry System in 2017.

Canada eases restrictions on immigrants and students planning to applying for citizenship

As per the latest Canada news and updates, it has been reported that the government of Canada is gearing up to reverse the most controversial bill, amending their Canadian Visa program and citizenship charter that were introduced earlier under the previous government. The program was initially led by Stephen Harper the hide bounded ex Prime Minister of Canada but now, the controversial bill post amendments and changes, will be passed into law, under the current liberal government.

The bill introduced is named as C-6. This bill is also considered as a masterpiece of the New Canadian Government and its latest legislative agenda. Whereas the Liberal bodies of the Canadian House Immigration Committee announced that the bill is expected to pass into the law during Canada Day which is July 1, 2016.  As for additional changes and amendments being introduced on this bill, it will depend on how the bill is received by the senators and the resulting debate on the same, before it is enacted into law by them.

It is expected that the legislation will also reduce the time a permanent resident needs to reside in Canada so as to become eligible in order to apply for the citizenship – this can be from 4 out of 6 years to 3 out of 5 years. This would allow the immigrants who spend time in Canada on the temporary resident status to calculate and meet the bare minimum that would be required, as by the new law so as to apply for citizenship. This proposal has been welcomed by immigrants, foreign workers and the students who are currently enrolled in international study programs who look forward to a longer stay in Canada.
